What counts in your toetsingsinkomen
Both zorgtoeslag (healthcare allowance) and huurtoeslag (housing allowance) use the same toetsingsinkomen threshold:
- Below a certain threshold (around €35,000–€37,000 for a single person in 2025/2026, hedge exact amounts), you qualify for one or both.
- Above it, you get no allowance.

The danger: underestimating your profit

Account for big changes

- How many billable hours do I expect?

You forecast €28,000 profit and are approved for zorgtoeslag. The monthly allowance is €150. Over the year, you receive €1,800.
Then your year ends stronger than expected. You actually made €35,500 profit — well above the threshold. The SVB reviews your tax return and sees you were not entitled to any allowance for the parts of the year when your income exceeded the limit.
They demand repayment: potentially the entire €1,800 in a single bill. If you had updated your estimate mid-year, you would have received a smaller (or zero) allowance during the high-income months, and the final bill would be manageable or zero.
When you earn below the threshold — the good year and bad year cycle
Many freelancers find a rhythm where some years dip below the threshold and others exceed it.
- A low-income year: You update your estimate downward and gain or regain allowance eligibility. The monthly top-up to your budget is welcome.
